Timeline of local government reorganisation in Oxfordshire and West Berkshire:

2028

Current target for new unitary councils across England to be established, and Oxfordshire’s existing six councils will be abolished.

2027

Current target for ‘Shadow councils’ to be elected across England, including in Oxfordshire, as the first stage to establishing the new unitary councils. The shadow councils will be responsible for establishing the new unitaries, including hiring and transferring staff.

Summer 2026

The Government is expected to decide which proposal for local government reorganisation in Oxfordshire and West Berkshire will go ahead.

Spring 2026

The Government is expected to announce the results of the public consultation.

February 2026

The Government consultation with residents and stakeholders on all three proposals for local government reorganisation in Oxfordshire and West Berkshire will take place. Have your say.

November 2025
